Up to now there has been the Wikimedia projects, various editing communities, the Wikimedia Foundation, and individual chapters. But is there such a thing as "THE CHAPTERS"?

Some things to think about

What is a chapter -- what can a chapter be?

What must a chapter be? What must a chapter not be?

Should "the chapters" have a role in approving or helping new chapters?

Are all groups/organisations of Wikimedia editors "chapters"? Do we need to distinguish between different forms of groups and if so, how? (e.g. What different names?) What are the essential differences between chapters and other Wikimedian groups?

wikimediachapters.org could be a "hub"/portal into existing chapters, and pointing to info about how to start one.

Blog

I would also like to see us have a group blog, that had occasional posts from all chapters (it would not replace any chapter's individual blog). It could highlight success stories.
